Actually if your installing on Windows 2012 R2 it will not work because you need the SP1 version to run it. You can find an explanation here. In summary it boils down to rename ServerManager.exe to ServermManagerCmd.exe and the installation will continue.
Open powershell and type the following.
Set-ExecutionPolicy -Scope "CurrentUser" -ExecutionPolicy "Unrestricted"
PS C:>$Profile = Get-NetConnectionProfile -InterfaceAlias Ethernet1 PS C:>$Profile.NetworkCategory = "Private" PS C:>Set-NetConnectionProfile -InputObject $Profile
To fix it go to the PHP settings of your domain and add
to the open_basedir field.
Redirect old pages to new ones
Redirect 301 /firstpage.html http://www.example.com/first.php Redirect 301 /secondpage.html http://www.example.com/second.php
You will need to block all connections and then whitelist the ones you want to allow.
Order Deny,Allow Deny from All Allow from 192.168.1.1

The default rules can get in the way if your butchering your Wordpress installation, you can simply remove them by doing an array_slice up to the point that you don't need them.
You can add your own rules normally after that.
$wp_rewrite->rules = array_slice($wp_rewrite->rules, 0, 2);
